The National Conference on Technology Law, established in 1997, has now reached its 30th edition. It stands as the longest-running, most representative, and most highly integrated interdisciplinary academic platform for technology law in Taiwan. Over the years, the Conference has consistently served as a vital bridge connecting academic research, industry practice, and public policy. As technology continues to evolve, it has expanded its thematic scope accordingly, fostering dialogue and integration between technological innovation and legal systems.
In recent years, the rapid advancement of artificial intelligence has transformed technology from a mere industrial tool into a key strategic resource shaping national security and international competitiveness. This is particularly evident in the fields of semiconductors and advanced computing, where global supply chains are being rapidly restructured amid geopolitical tensions and intensifying technological competition. Export controls, investment screening, and mechanisms for the protection of critical technologies have become increasingly institutionalized, elevating technology governance from the realm of economic and competition law to that of national security and strategic governance. At the same time, the widespread application of AI has raised new challenges, including algorithmic accountability, data governance, regulatory frameworks, and the legitimacy of public decision-making. Legal systems must therefore not only respond to emerging risks but also strike an appropriate balance between innovation and regulation.
Against this global backdrop, Taiwan has actively advanced relevant policies and legal frameworks, including the development of the Artificial Intelligence Fundamental Act, the promotion of the Smart Nation 2.0 initiative, the strengthening of semiconductor and critical technology protection, fintech regulation, and sustainability transition. These developments underscore that technology governance has become a central pillar of national policy. In response, this year’s Conference features a carefully curated agenda covering topics such as AI governance, national security and technology strategy, critical technology protection and export controls, digital data governance and platform economy, fintech and digital asset regulation, smart healthcare and legal frameworks for an aging society, energy resilience and ESG, labor relations in digital transformation, digital government, and technology in the judiciary. Through these themes, the Conference aims to bring together diverse perspectives from academia, industry, and government, deepen understanding of technology governance, promote interdisciplinary integration, and ensure that legal systems not only respond to technological change but also proactively guide innovation, thereby strengthening national competitiveness and the foundation of social trust.
